項目”將通過“技術(shù)推動”和“市場拉動”消除目前中國節(jié)能房間空調(diào)器在研發(fā)、生產(chǎn)、銷售和使用環(huán)節(jié)的主要障礙。
2010年11月24日，全球環(huán)境基金（以下簡稱GEF）節(jié)能房間空調(diào)器推進項目（PEERAC）在北京啟動。這是實施節(jié)能冰箱項目之后，GEF在中國家電行業(yè)實施的第二個項目。
項目實施背景
中國家電行業(yè)從業(yè)人員對GEF并不陌生。1995年開始籌備、1999~2006年實施的GEF“中國節(jié)能冰箱項目”，使得中國家用冰箱行業(yè)的能效水平提高了28.7%，90%以上的產(chǎn)品達到能效1級和能效2級水平，從而使家用冰箱行業(yè)取得了整體的技術(shù)進步，并獲得了促進行業(yè)可持續(xù)發(fā)展的技術(shù)和研發(fā)能力。而這一項目也被GEF首席執(zhí)行官巴布女士評價為“GEF最成功的項目之一”。
在“中國節(jié)能冰箱項目”取得巨大成功并積累了豐富經(jīng)驗的基礎(chǔ)上，為繼續(xù)推進中國家電領(lǐng)域的節(jié)能工作，環(huán)境保護部（以下簡稱環(huán)保部）環(huán)境保護對外合作中心與聯(lián)合國計劃署（以下簡稱UNDP）共同開發(fā)了GEF“節(jié)能房間空調(diào)器推進項目”，并于2010年1月獲得GEF批準和700萬美元的贈款。
據(jù)介紹，GEF“節(jié)能房間空調(diào)器推進項目”實施期為2010~2014年，共5年。由環(huán)保部、財政部、工業(yè)和信息化部、國家標準化管理委員會、UNDP組成的項目指導(dǎo)小組，將全面指導(dǎo)項目的實施。而項目的管理和組織實施方為UNDP和環(huán)保部，環(huán)保部環(huán)境保護對外合作中心為具體實施機構(gòu)。
環(huán)保部環(huán)境保護對外合作中心處長楊小玲表示，GEF“節(jié)能房間空調(diào)器推進項目”是中國在家電行業(yè)實施節(jié)能減排、應(yīng)對氣候變化的一個重要的國際合作項目。國家統(tǒng)計局統(tǒng)計數(shù)據(jù)顯示，2009年，中國房間空調(diào)器產(chǎn)量達到8153萬臺，約占全球總產(chǎn)量的75%，中國已經(jīng)成為世界上最大的房間空調(diào)器生產(chǎn)國。但是，相比巨大的產(chǎn)能，中國房間空調(diào)器行業(yè)的能效技術(shù)水平仍較低，這不僅影響中國節(jié)能減排大局，更重要的是，隨著全球綠色貿(mào)易壁壘的隱現(xiàn)，這勢必將對中國房間空調(diào)器的出口產(chǎn)生負面影響，進而影響中國房間空調(diào)器的全球市場份額，乃至整個行業(yè)的可持續(xù)發(fā)展。
GEF“節(jié)能房間空調(diào)器推進項目”將通過“技術(shù)推動”和“市場拉動”兩方面的活動，消除目前中國節(jié)能房間空調(diào)器在研發(fā)、生產(chǎn)、銷售和使用環(huán)節(jié)的主要障礙，推動行業(yè)整體技術(shù)進步，實現(xiàn)行業(yè)可持續(xù)發(fā)展，提升消費者節(jié)能意識，改變消費模式，到2014年將中國房間空調(diào)器的平均能效水平在2007年的基礎(chǔ)上提高25%。
“也許是歷史的巧合——這一項目的啟動時間正是國民經(jīng)濟和社會發(fā)展‘十二五’規(guī)劃開局的前夕，項目實施周期基本涵蓋于‘十二五’時期。而“十二五”時期正是中國樹立綠色低碳理念，促進經(jīng)濟發(fā)展方式轉(zhuǎn)變，提高生態(tài)文明水平的關(guān)鍵時期。因此， 該項目在這一特殊的歷史時期實施，將對節(jié)能減排作出重大貢獻，并具有重要的環(huán)境經(jīng)濟意義?！睏钚×嵴f。
項目實施方案
在5年的項目執(zhí)行期內(nèi)，項目將通過“技術(shù)推動”和“市場拉動”兩方面的活動，實現(xiàn)既定目標——把中國房間空調(diào)器的平均能效水平在2007年的基礎(chǔ)上提高25%。
據(jù)環(huán)保部環(huán)境保護對外合作中心項目管理辦公室劉影介紹，“技術(shù)推動”旨在通過一系列活動逐步提高壓縮機和房間空調(diào)器企業(yè)的研發(fā)、設(shè)計和生產(chǎn)能力。“市場拉動”的活動是指配合企業(yè)在節(jié)能產(chǎn)品上的宣傳，通過提高公眾的節(jié)能意識，消除節(jié)能房間空調(diào)器的市場障礙，大幅增加節(jié)能房間空調(diào)器的銷售量。
劉影表示，項目活動分為面向空調(diào)壓縮機企業(yè)的活動和面向房間空調(diào)器企業(yè)的活動兩類。其中，面向空調(diào)壓縮機企業(yè)的活動包括以“技術(shù)推動”為目標的國內(nèi)培訓(xùn)、國際培訓(xùn)和技術(shù)考察、空調(diào)壓縮機企業(yè)與房間空調(diào)器企業(yè)的對話會、專家實地援助等，還包括以“市場推動”為目標的節(jié)能壓縮機激勵計劃。除此之外，項目還將建立壓縮機數(shù)據(jù)信息中心，對項目相關(guān)數(shù)據(jù)進行收集，并建立壓縮機產(chǎn)品測試中心。面向房間空調(diào)器企業(yè)的活動包括以“技術(shù)推動”為目標的國內(nèi)培訓(xùn)、國際培訓(xùn)和技術(shù)考察、攜樣機國外強化培訓(xùn)、專家實地技術(shù)援助等，還包括以“市場推動”為目標的節(jié)能房間空調(diào)器的產(chǎn)品激勵計劃。值得一提的是，“市場拉動”活動還包括一項由項目組織的廢舊家電回收活動。除此之外，項目還要建立數(shù)據(jù)信息中心，對相關(guān)數(shù)據(jù)進行收集，并建立產(chǎn)品測試中心。
據(jù)劉影介紹，整個項目資金總預(yù)算為2835萬美元，除700萬美元的GEF贈款外，國家財政配套15萬美元，環(huán)保部環(huán)境保護對外合作中心配套20萬美元，企業(yè)融資2100萬美元。其中，國家財政配套主要用于聘請專家和組織召開會議，環(huán)保部環(huán)境保護對外合作中心配套資金主要用于項目管理辦公室的日常運轉(zhuǎn)，企業(yè)融資資金是企業(yè)對節(jié)能產(chǎn)品開發(fā)、生產(chǎn)和宣傳的投資，這項資金在企業(yè)內(nèi)部循環(huán)，企業(yè)完全享有資金的自主支配權(quán)。
